Powdery paint
The vast majority of paint programs can do this; I think even Windows Paint can do it now. Only Paint.exe from Windows 98 and later can. The "Paint" program included with all Windows software from Windows 95 and earlier can't do it. Does anybody know if the paint program(s) included with Apple OS (versions X,etc.

Something I've wanted to do for a long time, if at all possible, is to convert a 16 color image to a monochrome (black & white) image in Windows paint. Now, Paint presents a pallette of 2 x 14 colors for a 16 color image. Similarly, it presents a 2 x 14 "palette" of black & white patterns for a monochrome image.
